Juanma Moreno and the conservative People’s Party have won the Andalucian regional election but fallen short of an outright majority, according to near-final results.
With 99.14% of votes counted, the PP has secured 53 seats in the 109-seat Andalucian parliament – two short of the 55 needed for an absolute majority.
The result marks a drop from the party’s landslide victory in 2022, when Moreno won 58 seats and governed alone with a comfortable majority.
Meanwhile, the Spanish Socialist Workers’ Party (PSOE), led in Andalucia by Maria Jesus Montero, has 28 seats.
It is the worst ever result for the PSOE in Andalucia.
Vox retained its position as the third-largest force in Andalucia, increasing its representation slightly from 14 to 15 seats, potentially giving the far-right party a decisive role if Moreno needs parliamentary support to govern.
The biggest surprise of the night came from Adelante Andalucia, which surged from just two seats in the outgoing parliament to eight seats, becoming the fourth-largest political force in the region.
Meanwhile, the left-wing alliance Por Andalucia – which includes Izquierda Unida and Podemos – managed to hold onto its five seats.
The result leaves Andalucia facing a potentially complex political scenario despite the PP remaining clearly ahead.
Moreno will likely now need to negotiate with Vox to secure stable governance in one of Spain’s most politically important regions.
