Andalucia’s ruling Partido Popular and Vox have officially opened negotiations to secure the investiture of Juanma Moreno as regional president for a third term.
The first meeting took place on Tuesday afternoon inside the Andalucian Parliament, where senior figures from both parties spent around 90 minutes discussing a potential agreement to guarantee the region’s governability over the next four years.
The talks were led by Moreno and Vox’s parliamentary spokesman Manuel Gavira, with both sides sending heavyweight negotiating teams in a sign that discussions are already being taken seriously.
One notable attendee was Montse Lluis, Vox’s Secretary of Electoral Action and a close ally of party leader Santiago Abascal.
Lluis has played a key role in previous agreements between PP and Vox in other regions, including Extremadura, Aragon and Castilla y Leon.
She was joined by Vox officials Javier Cortes, Ricardo Lopez Olea and Juan Jose Bosquet.
Moreno’s delegation included Andalucian Presidency Minister Antonio Sanz and PP regional secretary-general Antonio Repullo, alongside senior officials from the regional government’s communications and presidency departments.
The meeting comes after weeks of silence and growing tension between the two parties following the regional election.
Moreno has repeatedly expressed his desire to govern alone, while Vox is keen to capitalise on its position as a potential kingmaker and secure influence within the new administration.

Vox has argued that its support is essential for ensuring stability and is expected to push for an agreement similar to those already signed with the PP in several other Spanish regions.
The negotiations are likely to move quickly, with Andalucia’s new Parliament set to be formally constituted on Thursday.
One of the key issues under discussion is the make-up of the parliamentary bureau, which oversees the day-to-day running of the chamber. Without an agreement, Vox risks being left without representation on the body, with seats likely to be divided between the PP and PSOE.
Following Tuesday’s meeting, both parties issued a joint statement describing the talks as an initial contact aimed at exploring a possible agreement for the governance of Andalucia.
They said discussions had taken place in a ‘cordial atmosphere’ and confirmed that both sides had agreed to continue negotiations in the coming days.
