The long-awaited reopening of Tivoli World has taken a significant step forward.
The owners of the site have now submitted the required technical documentation to Benalmadena Town Hall.
The step signals the beginning of the formal Urban Transformation Procedure within the municipality’s General Urban Plan (PGOU) – a crucial step before redevelopment work can begin.
Mayor Juan Antonio Lara confirmed that the paperwork was delivered on schedule, noting that ‘the path to seeing Tívoli reopen is moving forward firmly and safely, meeting all the deadlines set out in the agreement between the Town Hall and the site’s owners.’
According to Lara, the ambitious project involves an estimated investment of between €100 and €200 million and is expected to create around 1,000 direct and indirect jobs.
Plans include expanding the area dedicated to the amusement park, reinstating former employees, and developing two hotels and a shopping centre in the surrounding area.
The urban agreement stipulates that Tívoli must reopen either before or at the same time as the new hotel and commercial facilities, ensuring that the revival of the park – which has been closed since 2020 – remains the central focus of the wider development.
Lara emphasised that one of his administration’s first priorities was to re-establish dialogue with the property owners to unlock a situation that had ‘been stalled for far too long’.

He added that the progress achieved so far would help to restore one of Benalmadena’s great symbols, strengthen the town’s tourism appeal and generate much-needed economic activity and employment.
The Town Hall will begin the administrative process to amend the PGOU, marking another milestone in the long journey toward the revival of Tívoli World.
