The tragedy unfolded just after 7.25pm on Saturday off Playa de los Toros, when frantic witnesses called emergency services to report a high-speed collision.
According to the Guardia Civil, both vessels had been touring the coast together.
The boat was being piloted by a friend of the Wrights, according to Spanish reports.
For reasons still under investigation, the boat reportedly veered into the jet ski.
Rescue services, including the Gadir Maritime Rescue and 061 medics, rushed to the scene but were unable to save Debra.
The pilot, who allegedly failed a breathalyser test at the scene, is also facing charges of driving under the influence.
However, sources close to the case told Diario Sur that the alcohol reading ‘was not particularly high’.
The investigation continues.
