Andalucia’s regional president Juanma Moreno has pledged to effectively eliminate inheritance and donation tax on property transfers between siblings if he is re-elected in next month’s regional elections.
The proposal would introduce a 99% tax relief on homes passed between brothers and sisters, extending a benefit that is already in place for close family members such as parents, children and spouses.
Moreno said the move is designed to address what his government sees as a gap in the current system, where siblings do not benefit from the same favourable treatment as direct relatives.
Since 2019, Andalucia has applied a 99% reduction in inheritance and donation tax for immediate family, with a tax-free threshold of up to €1 million.
However, this has not fully covered transfers between siblings, particularly involving property.
The new proposal aims to make those transactions significantly cheaper and easier, especially in cases involving family homes.
The announcement was made during a campaign event in Granada, where Moreno presented his party’s candidates ahead of the May 17 election.
He framed the measure as part of a wider strategy to reduce the tax burden and support families, arguing that lower taxes can boost economic activity and even boost public revenues.
Moreno also used the announcement to criticise the central government led by Pedro Sanchez, accusing it of placing excessive financial pressure on middle and working-class households, as well as small businesses.
He warned that reversing existing tax breaks – something proposed by opposition parties in Andalucia – would be a ‘serious mistake’ that could harm families.
The regional government says the existing tax reductions have already led to a rise in donations, particularly those aimed at helping younger generations buy homes or start businesses.
By extending the relief to siblings, Moreno argues more families will be able to transfer property without facing heavy tax bills, easing inheritance processes and improving access to housing.
