Sevilla City Council has launched a public consultation to update rules on the horse-drawn carriages used by tourists.
The traditional service currently operates with around 97 licences, but has come under scrutiny from animal rights groups in recent years.
The proposed reform aims to improve animal welfare, urban mobility and inspection rules following requests from citizens and organisations.
The current regulation dates back to 2006 and was last updated in 2014.
City officials say the new rules will focus on protecting horses from extreme weather, strengthening veterinary inspections and improving oversight of the service.
The reform will also review how the carriages circulate through the city to improve road safety and better integrate them with other forms of transport.
Local Police would also be given stronger powers to monitor the activity and sanction violations.
The council has stressed that it is not planning to remove existing licences, and the reform will be developed in collaboration with carriage drivers and the College of Veterinarians.
Residents and organisations have 15 working days to submit opinions and proposals through the city’s online portal.
