Spain’s government has unveiled a bold new consumer rights bill that would ban fossil-fuel advertising, crack down on concert ticket scalping, and tighten rules on so-called ‘greenwashing’ marketing.
The draft legislation, presented Monday by the Ministry of Social Rights and Consumer Affairs, proposes a complete ban on ads for petrol and diesel cars, domestic flights where a train alternative exists, and fossil fuels themselves.
The bill also targets the resale of concert and event tickets at inflated prices, a practice that has frustrated music fans and festival-goers around the world for years.
Under the new rules, reselling tickets above face value would become illegal, potentially disrupting lucrative secondary markets that thrive on algorithmic bots and artificial scarcity.
The measures are part of a wider push to make consumer protection laws fit for the digital age, where online platforms and AI-driven advertising are outpacing regulation.

The proposal is now open to public consultation and, if passed, would place Spain among the most aggressive EU countries in limiting fossil-fuel promotion and ticket reselling.
